Cutting hours after hospitalization

Asking for my sister in law, I think her situation at work is actionable legally. They were aware when they hired her that she lived at a sober living house and needs a liver transplant. She had a knee procedure to clean up the meniscus, but a couple of weeks after that her body got pissed and she ended up in the hospital again, still sober, her body is just fragile.

She works at a grocery chain. When she was hired it was full time and she was told they would move her to an office position to cover for someone on maternity leave.

Since she returned from the second stay, they have dropped her hours and hired someone who is getting more hours than she is.

To me it seems like they are retaliating for her last hospital stay even though they are aware of her disability. The drop in hours tells me they are trying to make her quit.

I told her to lawyer up but wanted to get your input because you all know so much more than I do. I think it violates ADA guidelines.
