Delivery drivers making $5/hour + tips and NO DELIVERY FEE is absurd

For context: I work at a local restroom as a delivery driver and I make $8/hour + tips(online and hand) +$1 delivery fee. I don't think I make a lot at all, but I didn't know it was worse for insert pizza chain. The other night I ordered a pizza that wasn't too expensive, but the delivery fee was $4.50, and being that I've heard many other delivery drivers get the delivery fee including me, l didn't tip initially. I thought that a delivery fee was for the delivery driver to get. I was unaware that this isn't the case when the driver texted me and said my receipt wasn't complete and I forgot to leave a tip (a bit weird, but I let it slide). The other night I ordered a pizza that wasn't too expensive, but the delivery fee was $4.50, and being that I've heard many other delivery drivers get the delivery fee including me, l didn't tip initially. I thought that a delivery fee was for the delivery driver to get. I was unaware that this isn't the case when the driver texted me and said my receipt wasn't complete and I forgot to leave a tip (a bit weird, but I let it slide). I asked the delivery driver if they get delivery fees and they said no, so I called the store and said I wanted to leave a tip, but wanted to know if the driver makes delivery fees. They also said no. I'm already pissed and confused not only for getting charged $4.50, but also for that extra cash not going to the employee. I gave the driver a decent tip and asked how much they made, and they said $5/hour as a driver.

The driver could have lied to me about their wage, but I gave them the benefit of the doubt and decided to tip anyways just in case. The driver and the employee in store could have lied about delivery fees, but again, I gave them the benefit of the doubt.

I'm super annoyed and angry that people are working and such terrible conditions. Anyone else have some insight or experiences they are willing to share? I'm super curious if other have dealt with this.
