Denied FMLA for being with employer less than 12 months

I just got back to work after 9 weeks at home from having surgery to find out they denied my FMLA because. “you have not met fmla’s 12 month length of service requirement. As of first date of requested leave you have worked approximately 11 towards this requirement. Here is the problem. I have worked for the state (government employee) for over 5 years and for this particular department since may of 2020 so that makes no sense to me. I also have worked over the 1250 hours in the past 12 months part so I am at a loss!
