Developing a Strategic Plan to Eliminate my Job

I work for a nonprofit in the USA as a program director and am burnout from my job. I do the work of 3 people. Now I've been asked to develop a strategic plan for my department and have it ready for the board to review by Mid September. If I develop a plan that calls for the elimination of my position, is that the same as a resignation? I'd like to qualify for unemployment but wonder if presenting a plan that would elimnate my job is considered quitting, making me ineligible. Any thoughts out there?
