Do I have to accept an hourly pay cut if they offer (rather than firing me)

I work in Ohio in a retail environment for $20 an hour. I work on a draw, and they have been unhappy with my sales per hour (currently 7th out of 12 employees in the department, so perfectly average but that's besides the point) They asked me to sign a paper agreeing to $16 an hour and I declined, saying I'm uncomfortable and had some follow up questions they weren't able to address on the spot, so I'll be talking to them again on Friday. I like the job and would prefer to continue working there, but of course don't want the decreased pay. I know if they fire me I am more likely to quality for unemployment than if I leave on my own. So my question is, if I refuse to sign the paper agreeing to the decreased pay, can they go through with it anyway, and then…

So my question is, if I refuse to sign the paper agreeing to the decreased pay, can they go through with it anyway, and then it's on me to choose to quit? Or does anyone have experience with similar situations.
