Does a nontoxic employment environment truly exist?

I've experienced my share of toxic and hostile work environments. My recently my last two positions, which I held between 2015 till recent early this year 2023 (government contract job and private industry job with a fortune 500 company) were beyond toxic. Prior to this, my other jobs had issues, but nothing like I'm seeing now. And when issues arise with management violating ethical standards or codes of conducts, things were dealt with pretty reasonably. Now it just seems like management has a free pass to do, say and treat their workers however they want with consequences. I don't know maybe I'm just trippin. My last job has made it impossible for me to get hired anywhere with their BS, I'm just at a loss and close to giving up.
