Doubts on my POC work ethic

I know it is not against the rules for my POC to not answer any of our questions in the space where all our “higher-ups” can see and monitor them, but he answers our questions mostly incorrectly through private phone calls and no answer is hand to hand with the standard operating procedures, if we do something wrong (which has happened in the past) because he gave us the wrong answer, he just says he never told us the answer in the first place and avoids all the trouble, hence, he makes us look as if we were the ones that were answering incorrectly and wanted to frame him. What can I do in this situation? Btw, I've requested on multiple ocassions to get changed from my POC to another one but all I've gotten from his manager is that he'll promise to make the change whenever we get new…

We have had 6 new supervisors come in and I have not been changed, I'm currently trying to contact HR because I do not want to work with a supervisor who does not provide any type of feedback.
