Eli5: why hasn’t anyone suggested we have a dept that gets rid of wage theft via underpayment ?

I’m not sure my title makes sense – basically the idea would be where everyone who pays on a payroll would have to inform this dept with a census for each employee. What they’d give is a general description of the job so it can be categorized, then have what they pay weighed up against that. So say if you had a “marketing director” if you paid them say 15 dollars an hour, it would find the average pay and see how far off of that it was and if it was “too low” you’d get fined for example. Same would be true for how many employees on the floor that didn’t have a stake in the company – so having yourself working at your own business wouldn’t count against you if you weren’t on payroll for example. This would bed to be percentage based not dollar value based of course because some dollar amount would be too high etc like CEO randomly having a huge uptick.

Anyway, I digress, why doesn’t a system that guarantees equal pay exist?
