Employer made new rule that we can’t take certain days off for PTO. Is that even legal?!

I work in an office setting, we are all full time. Our employer just called a meeting to say that we can no longer take PTO when its tacked onto a holiday we have off. So for example, because we have Labor Day off, I can’t take the Friday before or the Tuesday after off. She even said she will add it to the company handbook, so she’s willing to make this an official rule, it seems. This is obviously morally wrong… but is this even allowed? Can anybody advise if this is even legal? I want to lodge an actual complaint or an anonymous tip (??) if possible. Would love to know peoples thoughts on this, Expert advice appreciated!
