forced to clean vents unsafely, any recourse?

i'm asking on my girlfriend's behalf. she works at a commissary as a contractor, not military or otherwise gov affiliated and today was made to clean a bunch of vents around the store – something that is not in her job description (not sure if their contract says anything about this, she didn't tell me). she told me she wasn't provided any PPE and had to climb an unstable ladder placed on unstable floors to get to the ceiling, almost falling off a few times. it's lucky she wears glasses because chemicals were constantly dripping down into her face. i've been trying to pass on the lessons i've learned here and at /r/workreform – like how “no” is a complete sentence and what's actually legal in a workplace, so i'm wondering if this is something that's reportable or not? we're in KS if it helps.
