Four weeks to transition between departments?

Backstory: I work for a large company and last summer I took a seasonal role. Before taking the role my boss at the time requested four weeks to find a replacement before I moved into the role. The role was the same pay so I wasn't too worried but it was a complete failure where my “transition time” was basically the last three days of that four weeks I ended up training for my new position and training the new person for my old position. The season ended about four weeks ago and I was moved back into my old position. Because of the way the department was funded, there were previously no full time positions and everything was seasonal. The role was the same pay so I wasn't too worried but it was a complete failure where my “transition time” was basically the last three days of that four weeks I ended up training for my new position and training the new person for my old position. The season ended about four weeks ago and I was moved back into my old position. Because of the way the department was funded, there were previously no full time positions and everything was seasonal.

Now, four weeks later, I am moving back into the department for a pay bump and my boss once again wants four weeks (the amount of time I've been in the position) to find and train a replacement. Currently, there are 8 other people in the department with the same job title and responsibilities as me who could handle this.

So wondering how to handle this. I was set up for failure last time and got through but this time it's an actual hit in my wallet to waste this time. I also covered for two different supervisors who left while in the department for two months at a time while a replacement was hired so I know that *someone* can do it. I've been very vocal about not taking on extra unpaid work when it has been offered to me multiple times. I do a great job at my job but I know how taking on extra responsibilities for no pay is a useless exercise. So how do I handle this? Since it's internal, I don't want to come off too harsh but I also want to be in the other department as soon as possible.
