Friend fired from a company

Hi all! Figured this would be a great place to ask for advice. My friend found out she got fired during their PTO, she went to check her emails as usual while on PTO to make sure there is nothing important she is missing and she found out her access was taken away yesterday July26, then she went to check her bank account where her salary was supposed to be posted today July 27 and she saw the salary was reversed. She called the boss, and only finally got an answer from him hours later. Not only did they fire this person so unexpectedly, they gave her good mid year review, she has been with them for less than a year (9months), they never mentioned any issues, never addressed anything, and fired just like that. Now they also have said she won’t get her salary until she returns the laptop…

Now they also have said she won’t get her salary until she returns the laptop and they will only release her salary after they check the computer is in working condition. They are in New Jersey, and I am pretty sure this is highly illegal to hold hostage her salary. What action do we have?

I have already emailed doj New Jersey to ask them and waiting for a return email, but she needs to pay bills asap with kids and we want to make sure we can take action immediately. She is already working on filing for unemployment.
