Get applications ready BEFORE start of shift. Submit timesheets AFTER shift ends

I currently work on a help desk (thankfully this is just to bridge me to my next salaried, awesome job). They are constantly communicating that we must be signed in and have all our applications ready to go so we are ready to take a call at the beginning of our shift on the dot. Which of course means having to start firing everything up about 15 minutes before officially clocking in. They also communicate every Friday a reminder to submit your timesheet and stress in the Email AFTER your shift has ended. This is a huge NYC run hospital system. It seems to me that they would have a pretty well-informed legal department. Is this even legal??
