Have I been screwed over by my former employer?

I worked remotely in 2 states for a company based in a different state. I moved halfway through the year and made sure HR had my address changed. My paystubs and W2 reflect this change. I was laid off in the first week of January. When I filed for unemployment in my current state I was denied because they said my former employer was not reporting earnings there. Now I have again been denied in the previous state because of similar problems. Is it the employer’s responsibility to report earnings to the proper states? I haven’t gotten any money from unemployment and obviously I have had no income in almost 2 months. I’m not sure if I should contact HR again. They denied seeing a problem on their end the last time I contacted them.
