Help! Can my previous workplace do this?

I put in my two-week notice on 12/14, and my last day was 12/27. As I understand it, my health insurance was only to be covered until the end of December, so I wouldn't have any health/dental/vision coverage starting January 1, 2023. My former boss sent me my COBRA paperwork on Monday and said I had until the 15th to fill it out and get it back to her. She also said that if she didn't hear from me, I would have to pay the company $430 for Jan coverage. I'm not sure what I'm supposed to do since they should've stopped covering me in December, and they just told me I'll have to pay for their mistake. ​ This probably sounds confusing, and I'm not sure how to word it better, but I'll try to clarify.
