The governor of Puerto Rico, Pedro Pierluisi, has excluded the West side of the island from receiving emergency funds from the US Federal government. Since the mayors of this town are from the opposing party, this is a completely malicious decision meant to punish his rivals. The West Side of the island also needs critical help.
This is FEMA's public statement for Biden's signed Declaration of Disaster for Puerto Rico. None of the 55 municipalities listed in this declaration are from the West side and this list is based on communications between the governor's team and the White House, FEMA, and the Federal government.
