How to approach cost of living raise

Tomorrow is my one year anniversary at a company I enjoy working for. Based on my past jobs and inflation, my expectation is to receive an annual cost of living raise (separate from any other raise I believe I’ve earned but that’s not what I’m talking about here). The thing is, I know this company doesn’t offer those. In fact they barely give raises even to those who have been there a long time. (Most people don’t advocate for it; there are a lot of younger employees and they don’t necessarily know how to approach this subject.) Anyway. This is the expectation I have and I want to communicate it / ask about it to my direct manager (who happens to be the CEO) or to the CFO. Advice? Suggestions?
