I didn’t get told there was a no phone policy and got told off for it?

So I started a new job today and my job is basically working as a career for disabled children at people's home. I never got told there was a no phone policy from my agency and neither by the family I was working with. The child I was working with loved to play independently and do his own thing. There was nothing much I could do but just watch him. I have a general understanding that if I haven't been directly told no phones – then I can use it on the occasion such as checking texts etc. But today the mother told me I wasn't allowed to be on my phone. I immediately apologised and put it away. I never went on my phone again after that. However she told my agency and my agency told me off and said its only for emergency use and l should have…

I never got told about a no phone policy. Am I in the right for getting in trouble for this ?
