if society seems to think your 20s are about exploration and figuring it out why is job hopping seen as negative and a barrier for more employment?

Like God forbid you have had 10 jobs in the last decade cause you're trying to get somewhere further without being stuck at the same job for a decade making $1 more and then being out paid by someone who gets hired on after youve been sitting there expecting/being told of a raise.
