Internal Promotion

Just a quick question, a manager was just promoted to a higher position in the store. This was an assistant manager who is now going to be a co-manager in the same store. I firmly disagree with this decision, as they will now be the boss over all of their former peers, some they have worked with for years. Also since this has happened, others have shown interest in doing the same thing, promoting within the store to higher levels, but the store manager has already started telling people this was a special case and won't happen again. This doesn't seem all that ethical to me, am I wrong?
