Is a dollar raise after 1y and 2months enough to stay for

For context I’m working a smoke/vape shop job where we talk to customers one on one as a salesmen so it’s sales and retail. Like I said I’ve been working here a year and two months and after asking repeatedly and being strung along a new regional manager is hired and I talk to them and get promised a “well deserved” raise and it turns out to be $1, obviously every dollar per hour counts but I can’t help but feel a $1 raise is too little too late in this situation. I feel it’s worth mentioning that I’ve been here longer than my manager by a little bit and I’ve outlasted 7 coworkers in my same position (a mix of them being fired and quitting with good reason) My current pay being $12/hr And my other options sound like a better work environment but I’d have to start around…

My current pay being $12/hr
And my other options sound like a better work environment but I’d have to start around $10/hr or find somewhere completely different for around the same pay but likely better chance for a raise
