Is it illegal to create unofficial unions?

I’m considering developing an app that allows people to unionize somewhat anonymously. Using a self-sovereign identity architecture, people can group together without necessarily having to reveal details of exactly who they are. And while I have no reservations about helping people band together to fight an unjust employer, the legal implications of this are fuzzy since it has the potential to powerfully unite people—albeit unofficially. Any thoughts?
