Is it normal for a manager to scream at you for being late?

At my job, i’m a server and i’ve been having trouble lately. I was a little late to work today because I was having car issues and then i took a 40 minute break instead of my 31. I know this was wrong but i didn’t think it would be a big deal. I was supposed to get a break 3 hours earlier but they gave it to me at the last minute so not to break labor laws. So i come back from my lunch to my manager making a beeline for me and starts screaming at me about being late from my break. He tells me I messed up his “flow” and that I was the reason that people who are working doubles have now went into overtime. He told me he’s never usually this upset but that i’ve made him mad which is apparent because he is literally yelling at me in front of other employees and customers. I didn’t even know what to say, I just tried to say what he wanted to hear so that he would leave me alone. Afterwards another coworker came up to me and said that the manager overreacted and don’t take it personal as it’s well known this boss “goes skiing” in the bathroom often. His behavior was definitely erratic and irrational which would be an effect of that. I just feel like he singled me out as there are often many people who call out almost every shift and i seem to be the only one he says anything to. I hate that putting in effort gets you nowhere with these huge corporate restaurants, when they push the limit on violating breaks. It doesn’t feel right that he treats me like that over something minuscule and for 15.50 an hour.
