Is this as crazy as I think it is?

I recently took fmla leave to work on my mental health. Several weeks off full time then begin part time. Prior to starting leave, I had made a complaint to HR about wage discrepancy. After returning to work, part time, employees who I supervised prior to leave have been reassigned to a different manager (higher level than me). I now no longer supervise anyone. There is a new (4 months old) policy, where if you manage people, you may be eligible for a 5% raise. I am definitely no longer eligible for this raise. Is this retaliation? Looking for third party, uninvolved opinions and information because I’m at a total loss here. Edit: the wage complaint is still open, under investigation, and unresolved.
