Is this sign-on bonus contingency something I should agree to?

I’ve been offered a good state job with a modest sign on bonus. I definitely want the State job so I can qualify for student loan forgiveness, but there is a caveat to accepting the bonus, which says if I work less than a year, I must pay it back. I can sign for the position without accepting the bonus, and do so comfortably. I’m just afraid that if I accept it and the job is awful, that I wouldn’t be able to easily leave. Is this normal? Does it give the employer bad vibes if I don’t accept it?
