It is normal for volunteer work to require the same amount of paperwork done in order to volunteer my time freely?

I have been trying to get volunteering experiences (office assistance/front desk related) in order to explore other career fields. I was a teacher and don’t plan to continue anymore due to obvious reasons. However, a few of the volunteering work (hospitals/ non-profits) require me to send in a work resume, live-scan, info form for new volunteers, and participate in an interview…This process sounds like a regular paying job? Also, I once apply to be a hospice volunteer and I was informed to pay them a fee in order to do so… To me, this whole process doesn’t make sense since I’m doing free work for these organizations and they are asking too much from me. Anyone had similar experiences when transitioning career?
