Just stressed and not sure what to do

TL;DR. My job sucks, I hate it. I had a mental breakdown and want to quit before I have another job confirmed. This is mostly a rant. I work in a clinic and it sketched me out from day one. I've gotten to the point where I think I want to quit even without another job lined up. Which is a scary thought because the economy where I live is not great. I have noticed safety issues and expressed my concerns numerous times. It seems I was never taken seriously as there have been no changes and once I was even laughed at by the owner of the clinic and others for bringing up a safety concern. Pay has been deducted “by mistake” from several employees pay the last pay cycle that had to be fixed. It took them 10 days to fix it. There is absolutely no structure here.…

I work in a clinic and it sketched me out from day one. I've gotten to the point where I think I want to quit even without another job lined up. Which is a scary thought because the economy where I live is not great.

I have noticed safety issues and expressed my concerns numerous times. It seems I was never taken seriously as there have been no changes and once I was even laughed at by the owner of the clinic and others for bringing up a safety concern.

Pay has been deducted “by mistake” from several employees pay the last pay cycle that had to be fixed. It took them 10 days to fix it.

There is absolutely no structure here. This isn't a startup or new clinic. They just told me there was no knowledge transfer over the years. It seems like people all leave at once or are fired all at once. There were no SOPs so an intern with little experience was writing some up instead of management. My department doesn't even HAVE a manager, just another employee who is extremely dedicated to this company. And they're not even getting paid extra for this.

I'm pretty sure there are some laws, rules, and trainings, we are missing to deal with insurance. So I am very sketched out by this, I brought this up to my coworker and was met with “just do your work, if there are any legal problems the owner will only get in trouble”. Which I don't entirely believe.

I'm pretty sure there may be other rules or law the clinic is breaking but don't want to go into detail in case someone recognizes this post if they don't already.

The lack of structure, lack of a clear training when I started, and general stress have lead to me not performing well.

I was extremely stressed yesterday and the “acting manager” sat me down and berated me on the missing work. I have tried to get the missing items from people I need and several times was dismissed or ignored. They told me I just need to harass them daily. Which I feel is a bizarre system, I DID try for days. Then it dropped off my radar with all the other work they put on me, I would sporadically bring it up and was dismissed.

We need signatures on some important papers in the clinic and it is frustrating to get the signatures because the owner seems to find it a great time to berate you or will straight up walk away.

We don't have an HR department or a real IT department. Our billing department has been doing the bills at all for my department, and hasn't for a year. So we have been expected to do it despite the fact that none of us have billing experience.

My director is acting as HR, director of multiple areas, is acting also as a sort of manager, and is appointed so many roles that it is difficult for them to help me when I need it since they are insanely busy.

I'm just so fed up. My last job was a company on a much, much larger scale and was extremely organized. I miss it, but they didn't pay enough.

I don't want to work until I'm old and crippled for jobs that barely pay me enough to get my bills paid. This is no way to live.

I had a break down and cried at work yesterday and I'm calling out today. I have an interview for next Wednesday, but in the meantime, I'm going to throw my resume anywhere I can. I even picked up food delivery in case I do quit or get fired, so I have some sort of money before I get the next job.

Should I just quit now?
