Low unemployment but still difficult to land a job

Hello, I don't live in USA, I live in a country with employment that reached 25% after Covid-19 and is now around 22%, this resulted in even lower wages, more working hours, higher requirements for simple jobs that anyone can do, employers being extremely picky, it makes sense that you can apply but don't get called or interviewed in such an economy, but in country like USA where unemployment is around 3% how does it also end up difficult to find jobs? I mean the low unemployment rate should mean “most” companies don't have the luxury to be very picky and that “most” people can land a job easily or not as hard as some people report in this sub (having good CV and applying hundreds of applications in a year). Can someone shed some light on this in relation to unemployment rate.
