Manager used my vacation time without permission

I work for Fedex remotely but still in the area of our HQ and about a month ago a massive storm with 70mph straight line winds came through the area and fucked everything up. Downed trees all over and power outages for days. So this happened on a sunday evening and my power was still out when it was time for me to work a monday morning. I informed my manager about the power and downed trees and all of it because she's a remote worker out of state and she wouldn't have experienced it. Downed trees all over and power outages for days. So this happened on a sunday evening and my power was still out when it was time for me to work a monday morning. I informed my manager about the power and downed trees and all of it because she's a remote worker out of state and she wouldn't have experienced it.

So not too long into the morning of the day i'm supposed to report to work she asked for an update and i said power was still out and i was told due to widespread outage to report to another location or head to the downtown HQ which is about an hour from me. I made this attempt but trees were down all over and power crews all over the roads so it made even making it to the next town (10 minutes) over impossible.

Anyways power outages have happened before while working remote and we just get hours adjusted without them dipping into PTO but i just happened to check my available PTO today and on the day of my outage there was a note and 8 hours of vacation time used. I was out on the roads trying to make it to the office but couldn't and i don't know how long i tried before giving up but i was not informed they would just use my vacation time for 8 hours that day and to stop trying to get to the office.

When i discovered this i emailed my manager demanding my hours back and have yet to get a reply but my question is, is this something the department of labor would look into? I'm in tennessee btw.
