Managers are taught to not work and just delegate extra work

In my office, our managers have been getting training from some coach – Not to work and delegates tasks to junior level employees. We have been getting shit ton of jobs everyday. Even worse, managers assign jobs at the last minute and expect us to work creatively. We don’t showcase work directly to clients so credits go to managers. They even withhold the information and briefs while delegating. Is this the new leadership coaching thing where leaders will not work but just assign? You guys are also facing the same or it is just my stupid office?
