My boss gave us a certain number of missed clock in/out punches before we get 15 minutes deducted from our hours

I love my job and the people I work with, so it kind of sucked to hear something like this from them. I have never even missed a punch so I'm not particularly worried about it but from my understanding this is not legal right?
