My manager wants me to recruit my own replacement. I politely declined and have no idea how to proceed.

The situation is a bit complicated but I'll try my best to explain it. I'm currently working as a student intern as a recruiter in a company next to my Work and Industrial psychology master's degree. On paper I'm an intern working part-time, but in practice I'm working full-time with real full-time responsibilities and pay, and I love it. The problem here is that the main headquarters of the company back in the USA (I'm in Europe) is 110% against the European branch where I work having its own sepcific recruiter. They are of the opinion that HR Managers should take care of their recruitment and are forcing my manager to follow suit. But the numbers and turnover rate show a different reality. The problem here is that the main headquarters of the company back in the USA (I'm in Europe) is 110% against the European branch where I work having its own sepcific recruiter. They are of the opinion that HR Managers should take care of their recruitment and are forcing my manager to follow suit. But the numbers and turnover rate show a different reality. It's plain and simple: a recruiter role is necessary. The HR manager needs someone to take care of the end to end recruitment cycle. And she wouldn't budge. She wants me to work full-time after I finish with my studies and she told them it's not negotiable.

Yet they still negotiated it. They said they will finance a new position but only 1-year fixed contract and the recruitment process needs to take place just like any other post. They hate the idea that this position is opened specifically for me and want me to recruit for it just like any other position.

I was shocked. My manager was shocked. I politely told her that I'm not gonna put efforts into recruiting my own replacement. I'm fine with the 1 year contract, but recruiting is a big nono for me.

She told me it'll be fine because no one will take the 1 year contract (it's true, we had several in the past and filling them proved to be nearly impossible) and she asked me to apply and she'll need to speak with the other managers to make up her mind whether to recruit me for the role or not… and I'm fucking flabbergasted. I've been working for them for well over a year now and have developed the recruitment process to an unprecedented level, and it fucking baffles me that she still needs to speak with other managers to get their assessment on my work in order to make up her mind. I was about to say that to her but I stopped in the last second because I know I'd probably lose my job after saying it.

But what do you guys think is the best plan of action here? I'm obviously applying to other jobs.

Edit: forgot to mention that another concern is the work permit application because I'm a foreigner which takes months so in hiring me she might run the risk of spending 1 or 2 months working without me which could cause a lot of trouble
