My partner’s company is making him read a book and join a weekly hour long discussion on it.

Yes it is during working hours, but he is a salaried employee and is expected to hit certain numbers each month. 4 hours a month would really cut into that time. Can they make him “join a book club”? On a side note: the book is “Dare to Lead,” I also saw this book sitting on my boss’s desk (completely different industry) and I know for a fact he isn’t the type to read this on his own. Did the CEOs all have a conference or something?
