Nepotism and backdoor deals. How to handle?

I'm a Laborer in a Public Works Department. Been here for several years and overall the job isn't terrible. I have a few more years I need to finish to secure my pension money. So leaving before that happens would be foolish. Everytime there is a promotional position that opens up, HR deems most of the applicants unqualified and they always fill those better paying positions with their buddies. Long story short, there is a supervisor position available. They want to fill the position with this newer kid who got our old supervisor fired. (Old supervisor always backed the workers.) This new kid didn't have the necessary experience to become a Laborer let alone a supervisor but they waived it since he married a friend of a friend that's within our administration. No surprise that HR deemed every Laborer as unqualified, completely disregarding education and work experience. When it was pointed out to HR, they stopped responding.

Is there any recourse to this? I mean it's literally public funds that pay for these positions, and they hire/promote via nepotism.
