New measurements for annual review basically negates PTO

Got an email about new measurements for annual review. States that a job duty that is expected daily must be made up for after being out of the office. For example, expectation is making ten calls per day. Added up, therefore you should be tracking 10 calls times 5 days per week for 52 weeks of the year. I asked to clarify because no account for PTO, holidays, etc., Was told the number was a hard number. So basically I can never really have time off. WTF.
