Not paid for overtime but given extra “time off”

Basics: In USA, working for an international company based out of the UK (I think). Posting on someone else's behalf. They've been instructed to NOT claim any overtime hours. However, they're working 3-7 extra hours per day, every day. Instead of making that extra income (1.5x pay), they are instructed to email their overtime hours and they are given back that time as “time off” for vacations but they must use it within a small time frame (end of August). Can anything be legally done here?
