I've been at this job for almost a year and it was a 6 month contract to full time. I got into the company at the time where there was a merger. New boss new everything. I was supposed to be hired in January but there has been a “hiring freeze.” I put my foot down and told my boss wtf is going on? He said give me a month and Tuesday is that date. If there is no course of action I'm planning on going to HR. Is going to HR wise or what should I do?

The head of department always makes sexual remarks on me and my colleagues. From what I know, he's in his mid 40s, not married, a heavy smoker whose ego is his number one priority.
