Just rotten to the core

Plus they're paying me a dollar an hour less than what they said, in writing, they would. How illegal is this? Edit: The manager announced in a meeting on Monday that from now on, any hours worked beyond what is ordinarily scheduled (which happens all the time due to the work) will not be paid unless a manager gives explicit permission.
I'm currently employed but looking for any other job and I'm seeing such awful reviews for a lot of places. They don't sound like the employee were fired but rather they quit on their own. So, do recruiters or managers not realize those horrible reviews keep people away? And if someone bites the bullet and realizes how true they are, they're just gonna end up with high turnover?
