Paid 60 percent of my paycheck

I’ve been at an office for a couple of months now and lately there has been a change of management. The manager here quit abruptly and they’ve had managers from corporate come in to replace her. Since she’s been gone, payroll has not been adjusted to give me my true paycheck. Management told everyone not to clock in for three days, and to submit our time sheets manually. For the first week I was given 75 percent of the hours that I worked and the next paycheck I was given 60 percent. This has been going on for nearly a month now and no one has been actively trying to pay me the difference. When do I go to someone higher up and plead for them to pay me? It is hard to discern what their reaction to that would be.
