Pay range advertised as 16-28/hr, actually 20-22/hr

I just had an interview with a very large company in my industry, and the recruiter told me the pay range was $16-28/hr. I thought, “I currently make almost $27/hr, so that's cool.” Turns out that the actual rate they are going to pay the new hire is $20-22/hr regardless of experience. I guess having several years of experience could get you a few more quarters per hour in wages. Whoopie. I asked him why the advertised range was vastly different from the actual range, and he said that it was so they could give raises, but you'd max out at the $28/hr. I told him based on the starting salary and how much he told me the raises were (2-3%), I'd have to stay at the company more than seven years to reach the actual limit for the role. Is this company crazy, or do I need to reevaluate which roles I apply for? Are the ones listed in my salary actually all going to pay $10K less?
