Refusing to pay an intern

Hey, y'all. I've been an intern at a school (Netherlands) since Feb 9th, and I've worked 40-hour work weeks since. In my contract, it states that I'll be paid by the hour (±€2,75 per hour) to a maximum of €180 per month (every 23rd). All fine and stuff, but here comes the part I might need some help with. I haven't had the chance to hand in my hours for the 3 weeks I worked, as the person I needed to hand my hours in was on holiday for 2 weeks, he needs to sign the hours because I could otherwise fraudulently hand in extra hours… makes little sense to me with 40h work weeks and a maximum of €180. They now refuse to pay me, as I didn't hand in my hours on time. The next paycheck is on Mar 23rd. Can I do anything about this? The hour…

Can I do anything about this? The hour sheet is just an Excel file I need to make and fill out myself, then send it to the holiday dude.

And yes, I made sure to read through the contract and other files I had to sign. I made copies of them as well in case tomfoolery like this happens. Nothing in them states anything weird.
