Repaying Employer Healthcare Costs at Termination?

My partner canceled the healthcare he has through work today and I’m trying to find out if what they’re doing is legal. They distributed a form to employees to sign saying that if the employee quits or is fired, they have to repay the owner of the company for what he paid into that employee’s healthcare for the year. Is this legal? Instead of signing, he just canceled his plan. It’s $120 a week and having to pay back half of that (out of his last check, plus a bill if it’s more than that) would be tough if we were already in a situation where he’d lost his job.
