Resigning immediately. Is my company required to pay out my unused PTO?

In Pennsylvania if this is necessary info. I would like to know whether I am entitled to have my accrued PTO paid out with my final paycheck. HR claims that I must work out a 2 week notice 1st, but I'm leaning more towards leaving immediately due to the hostile environment I'd be in during said 2 weeks (on top of being able to work a significantly higher paying new position sooner). According to our employee handbook on company policy though, all that's stated on the matter is this: “Upon termination of your employment with the Company, you will be paid for any accrued, unused vacation time. There will be no proration of vacation pay for a partial year of service.” What it's looking like is that this extra condition is being tacked on, but not actually documented anywhere. If I am refused the payout, what are my options here?
