My friend took tests during her training to work there, and the trainings said to not even talk to shoplifters, because safety is more important. They said to call a manager. This manager doesn't want to hire loss prevention/security. Instead he expects his employees, making $15/hour (in one of the most expensive areas in the US) to risk their safety confronting shoplifters.

She is planning to quit soon. Is it better for her to continue refusing to stop shoplifters and see if they fire her? Is it legal to fire someone over this? I've personally never worked in retail so I'm not well informed of the laws.
