Sales goals being high and unobtainable

I'm a sales manager in the cellular industry and have been for about a decade now. I'm running into an issue where my goals are just too high to obtain based on the traffic I'm getting. I'm in Florida which is a very heavy seasonal state. July is peak slow season and my goals are the same as they were in December, which means I'm not getting paid bonuses. I've talked to my district manager about this and he just refutes it as “it's slow we just have to deal with it”. There's been no attempt to bring this up the ladder either. My stores conversion rate is the highest in the company which means we are capitalizing on the traffic that's coming in but the goals are just too high for the traffic I'm getting. Any ideas on how to deal with this? I'm good at what I do…
