Shady gov contracting practices??

Figure you all might know about this kind of thing. I work for a contracting company for the DoD. They are TERRIBLE – I won't bother to list all the shady and corrupt things that go on. But anyway their whole giant contract is up for re-bid. Most employees want them to lose so a better company can take over. But to help them WIN the bid, they're asking a handful of people to help write the actual bid proposal and sign letters of intent that state we will stay with the company if they win. They're offering large cash bonuses for signing the letters and writing help. They also told us we're NOT allowed to talk to other companies who are bidding or sign letters of intent with them. Anyone have ideas on the best move here? Is this shit illegal…unethical?? Everyone wants these cash bonuses, but we also…

Anyone have ideas on the best move here? Is this shit illegal…unethical?? Everyone wants these cash bonuses, but we also want the company to lose. And they are essentially threatening us to sign, but are careful not to put things in emails. And I wonder if the best move is just signing letters of intent with multiple companies. Ugh. Any knowledge/advice is appreciated.
