Should I lie about another job offer?

So I'm currently on the second round of job offer negotiation at a company. They've been giving me a pretty low offer for the role and I've been trying to push it further. My basis for the number I've been giving them is that I have former colleagues at the same position at the same company who get that pay. Now, the hiring officer told me the only way I could get a higher offer is if I send them another job offer. They advised me to cover confidential details. My problem now is that I don't have any pending offers. I do have a job offer letter from a year ago I could use though. Should I take the risk and send that instead?
