Sick time or vacation time for caring for sick parent?

I work for a large company that offers unlimited sick time but not unlimited PTO. My one coworker was out for a week because her dad was in the hospital. Work says she needs to use PTO and can’t use sick time. Is that right? I couldn’t find any formal policy about what you can use sick time for.
