Something I don’t understand about work culture? Why are you just expected to know what to do w/o being told?

So when I applied to Walmart (only worked there for a week) they had these odd scenario questions, “If you had an idea on how to get a job done faster, how would you tell your manager?” was one of them. Why don't they just tell you what they want you to do in that scenario? Instead of test to see if you somehow already know the answer, as if you can read the manager's mind? My new job is a lot better, but they still often fail to give me instructions. Figuring stuff out without being told what's going on is so frustrating esp bc we work in a factory. Instead of telling me “when you feed the papers into the machine you have to shuffle them, make sure they're facing backside up, and make sure the spine of the paper is facing this side of the machine”, they just tell me to put the papers in. And then they stop the machine to correct how I'm shuffling, go for another 5 minutes, stop the machine to correct which side is facing up, go for another five minutes, stop the machine to correct which edge of the papers is facing which side of the machine.

Am I just getting super unlucky or do jobs just not train their workers anymore?
