Stuck in a loop.

So, I've been in my field for about 10 years. Just over. Sheet metal work if you're interested. I've been trying to get off of cutting for 8 of those years, trying to learn other skills around the workshop, such as fab or folding. I've changed jobs every 2 years or so (other than my last one which was 9 months but that's another story) because after 2 years of promising and me practically begging for new skills nothing ever materialises!

The place I have currently moved to has been telling me how they've updated their skills matrixes and how I'm on track for management! But I've been shown naught, and my workshop supervisor has been blocking my access to other workshop training most recently by point blank telling me, “That's not what you're taken on for, is it?”

We have recently had one of those meetings where they make promises and tell us about the company, mentioned briefly about raises for inflation being based on company performance (worth noting I've done 90% of this months work already). I've decided that if the raise is less than inflation by so much as a penny, I'm quitting there and then. Especially as the going rate for the work I do has risen by 15% (entry level) over the past year.

How the hell am I supposed to get anywhere with this BS going around in the same cycle?!
